Takoradi Polytechnic develops software for industrial liaison unit

Takoradi, June 19, GNA - The Takoradi Polytechnic Industrial Liaison Office has adopted a software platform to help the department strengthen its database and monitor its relationship and with stakeholders.

The software (T’poly Industrial Liaison Portal) developed by TPCONNECT – an in-house research team, has also been tasked to undertake projects aimed at using information technology to aid in meeting the objectives of the polytechnic.

Mr Kow Panyin Nketsia-Richard, Polytechnic Relations Officers told Ghana News Agency that steps are being taken to make the polytechnic business processes more effective and efficient.

He said the team has been undertaking feasibility studies and gathering inputs from various stakeholders and departmental units to have a very robust database for the school.

Mr Timothy Simpson, Project Manager, said the system could be accessed online and via the Takoradi Polytechnic main website adding: “Students can now be able to obtain and print their attachment letters online.”

The new system according to him has the ability to generate several reports. It could sort out students by name, location, company, programme and department as well as any other report when needed.

Mr Simpson said the online portal would be maintained by the ICT Services Department, adding that the system could be customised for any institution upon request.

“We have plans of having an intranet platform (internal network) where students, lecturers, administrative staff and unit heads can have access to the Polytechnic Online Services based on their access rights and level of responsibility,” he said.

The student portal could be accessed via the website link: .liaison.tpoly.edu.gh.

Ghana Government Urged To Consult Polytechnics On Conversion Matters

Professor Abdulai Salifu Asuro, the Rector of Tamale Polytechnic, has appealed to the Government to give the Polytechnics more representation on the teams and committees working on the conversion of the polytechnics into technical universities.

Prof Asuro who made the appeal at the 9th Congregation of the Tamale Polytechnic in Tamale, at the weekend, stated that it was the surest good way for the laudable dream to grow and bear the expected fruit.

“Certain key decisions involving the conversion are taken before the Rectors and Polytechnic Community are asked to contribute,” he complained.

“It is not to the blind side of everyone here that similar well-thought out ideas have failed not for the lack of funds but because the targeted beneficiaries had not been adequately consulted or involved in the implementation process of such projects”.

Prof. Asuro also said the thorny issue in relation to the government’s support for research and the replacement of the existing book and research fund with a research fund needed to be discussed thoroughly with the Polytechnic Teachers’ Association of Ghana”.

He said: “I am reliably informed that tempers are getting flared on our various Polytechnic campuses because of this”, and appealed to the Government to take urgent steps to address the issue.

Prof Asuro gave the assurance that the Tamale Polytechnic would continue to introduce industry-specific, specialised programmes to cater for the country’s industrial needs.

A total of 1,560 students graduated with Higher National Diploma Certificates in various disciplines, including Accounting, Marketing, Agricultural Engineering, Mechanical Engineering, Statistics, Building Technology, amongst others.

Alhaji Abdullah Salifu, the Chairman of the Governing Council of Tamale Polytechnic, said: “In a bid to ensure quality teaching and learning at the School of Engineering, the Polytechnic has procured an auto-diagnostic equipment through the Skills Development Fund to set up an ultra-modern auto-diagnostic laboratory to diagnose vehicles”.

Alhaji Salifu appealed to the Ghana Education Trust Fund to release more funds for the completion of infrastructural projects at the Polytechnic to facilitate even a better teaching and learning environment.

10 Sunyani Poly Students Arrested

Police in the Brong Ahafo region Monday evening arrested ten students of the Sunyani Polytechnic.

The ten were part of a group of angry students who blocked the main Sunyani- Kumasi Highway during a riot at the school Monday evening.

They were demanding accountability from the outgoing Students Representative Council (SRC) President Godwin Appiah.

The Brong regional Police PRO, ASP Christopher Tawiah told said the police arrested the students after they had extended their misconduct to the premises of the regional police headquarters.

“The Police went to the school and saw that two of the outgoing executives were under attack and so they were rescued and taken to the headquarters.

“But this students came in pairs and unlawfully assembled at the main gate of the Police headquarters and started pelting stones at the headquarters and then they left there to the school and started destroying things, so we went in and arrested them,” he narrated.

Information gathered indicate they have been bailed but are expected to report to the station today.

Sunyani Poly Students Riot Over Alleged Misappropriation Of SRC Funds

Students of the Sunyani Polytechnic in the Brong Ahafo Region have accused the President of Students’ Representative Council (SRC), Mr Gordon Appiah, of embezzling funds.

As a result about 1,000 students on Monday rioted on campus shouting and calling for the school authorities to release the SRC president to them.

Some of them were reported to have pelted stones at the president and the security men until the SRC president was rushed to one of the offices to prevent the irate students from lynching him.

The students besieged the SRC hostels demanding to lynch the rest of the SRC executives who had already taken shelter there.

Traffic on the main road dividing the polytechnic and their SRC hostels came to a standstill as the students occupied it.

Some of them called for the resignation of the SRC president.

Misappropriation of SRC funds
Some students who spoke to Graphic Online said the SRC president had used part of the SRC’s funds to buy a Pontiac Vibe vehicle and had invested part of the money in banks.

They alleged that Mr Appiah had squandered the SRC’s hotels fees which had led to power cut to the SRC’s hostels.

They said the Volta River Authority (VRA) on Monday cut power supply to their hostels due to their indebtedness of GH¢9,000.

According to them, they had all paid their hotel fees and therefore do not see the reason why their power supply should be cut.

The students alleged that Mr Appiah claimed he had settled a debt of GH¢200,000 left by his predecessor but the past SRC president had denied having left any debt before leaving office.

When contacted, the Public Affairs Officer of the Polytechnic, Mr Kwamena Amponsah said it was a matter between the students and the SRC leadership and that it had not come to the school’s authority officially.

Polytechnic Rectors want govt to lift embargo on employment

The Conference of Rectors of Polytechnics (CORP) has appealed to the government to lift a three-year embargo on recruitment of staff for the ten polytechnics in Ghana.

CORP said the refusal of the government to grant polytechnics financial clearance to replace staff who have retired, resigned or deceased, is adversely affecting the quality of teaching and learning on their campuses.

This was contained in a communiqué, signed by Professor Nicholas Nsowah-Nuamah, Rector of Kumasi Polytechnic and the President of CORP, issued at the end of a three-day meeting in Kumasi.

The Rectors have urged the government to give polytechnics the necessary clearance to recruit, stating that it will go a long way to enhance teaching and learning in the polytechnics.

“Since 2013, the Polytechnics have tried unsuccessfully to secure financial clearance to replace separated staff – that is staff who have retired, resigned or deceased. This is adversely affecting the quality of teaching and learning,” the statement said.

The Rectors further called on the government to reduce the cumbersome and frustrating processes involved in securing financial clearance, adding that, “unless appropriate measures are taken, the future of polytechnic education in the country will be greatly compromised.”

On the payment of utility bills by students in tertiary institutions, the communiqué referred to a press release by Deputy Minister of Education, Alex Kyeremeh, on the 7th May, 2015, which stated among other things that, “Government has not taken the decision for students in tertiary institutions to pay utility bills next academic year and that Cabinet has also issued a new directive that all educational and health institutions be exempted from the disconnection exercise currently on-going in some tertiary institutions in view of the critical services they provide the citizenry.”

The Rectors urged the government to implement these decisions as the rampant disconnection of utilities was hampering effective teaching and learning as well as the socio-economic activities of the polytechnics.

The communiqué also supported the decision to upgrade Polytechnics into Technical Universities but urged the government to stick to its timelines of conversion which is September 2016.

“CORP believes the decision has come at a time that Ghana needs higher quality technical human resource in the areas of manufacturing, engineering and commerce. The Technical University status will fulfil this critical need for the overall growth of the country,” the statement noted.

The Rectors also bemoaned the low enrolment of students in Science, Technology, Engineering and Mathematics (STEM) by students in the Polytechnics.

It said, “CORP notices with worry the low enrolment of STEM by students in the Polytechnics,” and attributed the situation to low enrolment in these areas in second cycle institutions.

According to CORP, this is reflected in the annual statistics released by the West African Examinations Council (WAEC) and called for a national discussion on the issue so as to ensure that Ghana is globally competitive in STEM, going forward.

Nine POTAG members in the Western region receive death threats

Nine members of the Polytechnic Teachers Association of Ghana, POTAG, in the Western region are living in fear after they received death threats from anonymous persons.

The lecturers suspect the threats are in connection with a protest against leave allowances granted the Rector of the Takoradi Polytechnic, Rev Prof Daniel Nyarko.

Prof Nyarko has begun a four year accumulated leave and is supposed to be paid an amount of GH¢100,000, Joy News' Western Region correspondent Francis Whajah reported.

But some members of the Polytechnic Council have challenged the amount.

Citing section 31 of the Labour Law, the critics argued that accumulated leave cannot be paid for. It is unlawful, they maintained for the school to dole out a whopping amount of
GH¢100,000 to Rev Nyarko.

At best they are ready to meet the Rector half way, something supporters of the Rector have also kicked against. They want the Rector to be paid fully what he is entitled to.

Critics of the payment, say they have received countless death threats and have reported the threats to the police.

The death threats follow the gruesome murder of one of the members of the Association a few weeks ago.

POTAG president James Drugrah said the reported death threats are regrettable.

He said he would have thought that at a time they are thinking about converting the polytechnics into technical universities, everybody would work together for the good of the polytechnics.

He does not understand why people will begin sending death threats to others and charged the police to look into the allegations.

Kumasi Polytechnic gets mechatronics laboratory

A laboratory (mechatronics laboratory) to train engineering students of the Kumasi Polytechnic, especially in computer and solar energy, has been completed at a cost of $3 million.

Mechatronics is a multidisciplinary field of engineering that includes mechanical, electrical, telecommunications, control and computer engineering.

Already, the Kumasi Polytechnic has established a centre for renewable energy and energy efficiency towards ensuring that the school becomes self-sufficient in the provision of its own electricity.

The Rector of the Kumasi Polytechnic, Professor Nicholas N.N. Nsowah-Nuamah, made this known to the Daily Graphic during a workshop on the transformation of the polytechnics into technical universities last Tuesday in Kumasi.

He said while the laboratory would be used to impart knowledge about solar energy to the students, the Centre for Renewable Energy of the school would be charged with the responsibility for providing solar and manure energy for the school’s new campus at Kutunase.

Prof. Nsowah-Nuamah said feasibility studies on the provision of adequate and potable water from yet-to-be-drilled wells on the school’s campuses were also ongoing.

Kumasi Polytechnic was in the news recently for owing water and electricity bills. It owed the Electricity Company of Ghana (ECG) GH¢3 million and the Ghana Water Company GH¢456,777.

Prof. Nsowah-Nuamah said the school did not want to be saddled with the payment of electricity and water bills, when it had the capacity and capability to generate its own power and water and sell surpluses to the utility providers.

Upgrade

On the polytechnic’s preparations towards becoming a technical university, Professor Nsowah-Nuamah said the school was almost ready, both in terms of infrastructure and human resource.

On human resource, he explained that currently the Kumasi Polytechnic could boast 30 doctorate degree holders and more than 60 senior lecturers, 30 of whom had submitted their works to be promoted.

That, he further explained, meant that by next year, the Kumasi Polytechnic would be having 100 professors at the proposed technical university.

Technical universities

Prof. Kwasi Kwafo Adarkwa, a former Vice Chancellor of the Kwame Nkrumah University of Science and Technology (KNUST), who gave a briefing on the status and workings of technical universities, said they were structured to have strong links with industry and business and offered programmes that were vocationally oriented and career focused.

He said the technical universities would also support existing and emerging productive sectors of the economy with technical expertise, adding that technical universities also placed emphasis on innovation and applications of new technologies.

We’ll resist attempts to push utility bills on students -Takoradi Polytechnic SRC

The Student Representative Council of the Takoradi Polytechnic in the Western Region has said that it will resist any attempt by government to transpose utility payment to students.

According to the student body, it is unfair for government to renege its core functions to students when they are not financially strong to bear the cost.

They say they are surprised by government’s move when it had assured them last semester of not paying utility bills.

President of the Student Representative Council Richard Ziemah in an interview with Citi News said the financial abilities of students in campus have been weakened over the years due to the high cost of school fees and other payments.

“Besides, the Minister in charge of Tertiary Education Samuel Okudzeto Ablakwa in a meeting with student’s representatives last year at National Council for Tertiary Education debunked such move and so what has changed?” Richard Ziemah queried.

He says if they are to one day wake up to the proposal been implemented by government, “all student bodies in the country will rise up and vent our grievances to the government”.

The pronouncement by government to wean itself from paying utility bills for all tertiary institutions across the country has received and continues to receive condemnation and criticisms from stakeholders.

Takoradi Polytechnic owes GH¢800,000 in utility bills

The Takoradi Polytechnic in the Western Region owes the Ghana Water Company Limited and the Electricity Company of Ghana (ECG) about GH¢ 80,000.

Information available to Citi News indicates that a sum of GH¢143, 489, is to be paid to the water company, some GH¢721, 625 to the Electricity Company of Ghana.

This debt according to the president of the Students Representative Council of the Takoradi Polytechnic Richard Ziemah is affecting the supply of water and power on campus.

“It has been on and off situation here in campus. At a time when you need water especially in the morning, they will take it off. This problem is as a result of government’s inability to pay the debts owed the utility companies. It is government’s sole responsibility to pay for it, not students.”

Government’s has proposed to transfer 7 percent of utility bills in tertiary institutions across the country to students.

This proposal has been met with stiff opposition from student bodies and other stakeholders.

Polytechnic Administrators demand review of conditions of service

Polytechnic Administrators Association of Ghana (PAAG) is calling for immediate review of the conditions of service for its members.
According to the outgoing National President of the Association, Peter Yaw Kosoe, the last conditions of service which was negotiated in 2007 for a two year period is outdated and needs to be reviewed immediately.

In an interview with a cross section of the media in Ho on the sidelines of the 5th Delegates Conference of the Association, Peter Yaw Kosoe lamented how the efforts of the association to get conditions reviewed have been fruitless.

The outgoing President said the Association has resolved to use all available means to ensure that the Fair Wages Commission get to the negotiating table to review the conditions of Service.

He cautioned government not to mistake their choice of dialogue to address the situation as a weakness.

''Its rather unfortunate that we have been working for the past eight years without conditions of service. It is something very serious and I hope that it will not get to the time when we always want to see agitations on the various campuses before we are attended to'' said Peter Yaw Kosoe.

The administrators are also calling for fair and equal treatment of all worker unions within the Polytechnic and the Universities.

The Deputy Volta Regional Minister Francis Ganyaglo assured the administrators of ten Polytechnics of government's commitment to Polytechnic education.

He said polytechnic and vocational education are key to the transformation of the Ghanaian economy, a reason why government is converting polytechnics into technical universities.

POTAG Warns Gov't: Pay Us Or....

The Polytechnic Teachers’ Association of Ghana (POTAG) has called on the government to immediately pay the 2014/2015 Book and Research Allowances due its members to ensure a smooth academic calendar.

“It should be noted that the delay in the payment of the allowance is mounting tension on the various polytechnic campuses”.

A statement read at a press conference at the end of its national congress in Sunyani and signed by the association’s National President, Mr James Dugrah, said POTAG was aware of the Memorandum of Understanding (MoU) which was signed between it and the government before the payment of the 2013/2014 Book and Research Allowance.

“However, it was never agreed upon that the Book and Research Allowances have been scrapped. Thus until a new condition of service is agreed upon between the two parties, the old condition of service is deemed to continue as per Section 107 (3) of the Labour Act, 2003 (Act 651).

The statement said the Fair Wages and Salaries Commission (FWSC) engaged POTAG on two occasions concerning the negotiation and condition of service.

It said since that last meeting on January 28, 2015, all attempts to get the FWSC to continue negotiation had failed, adding that “POTAG is expressing our grave disappointment and frustration and a seeming deception concerning this issue”.

Police suspect foul play in death of T-Poly lecturer

Pathologists are to conduct an autopsy on the body of a Takoradi Polytechnic lecturer, who was suspected to have been killed by a train at Kojokrom in Takoradi at the weekend.

According to the police, their initial investigations point to foul play and that they suspect he was murdered and dumped on the railway line to be dismembered by a passing train.

The mutilated body of Seth Dogbe was found on a railway line over the weekend at Kojokrom in the Western regional capital of Takoradi.

Earlier reports suggested he was killed by a train whilst crossing the railway line but police have said they suspect foul play.

The body has since been handed over to pathologists to ascertain the cause of death.

According to police sources, if indeed he was killed by the train they could have seen blood spilled at the scene but their initial examination of the scene did not yield anything like that.

There were some deep cuts on the body and his intestines had gushed out when he was found.

Police are still investigating.

His colleague lecturers at the Department of Applied Arts at the polytechnic have said they are devastated and deflated by the development.

They described him as a nice person to be with socially and that he was someone who was very meticulous with his work, quiet and withdrawn.

They said he was one of the finest water colour painters they have had in their generation.

One of the colleagues said he last saw him on Friday at the Applied Arts block on campus.

NUGS denies endorsing payment of utility bills

The National Union of Ghana Students (NUGS) has denied endorsing a plan by government to make students pay for utility bills on the campuses of various tertiary institutions.

In a statement the leadership of NUGS challenged the Deputy Minister of Education in charge of Tertiary, Mr Samuel Okudzeto Ablakwa over claims that they have endorsed the payment.

They asked the Deputy Minister to provide the said communiqué or forevoer hold his peace

The statement, which was jointly signed by Iddi Muhayu-Deen, NUGS General Secretary and Rhodalyn Eshun, Press and Information Secretary  read: “The leadership of NUGS have received with utter dismay comments attributed to the Deputy Education Minister (Tertiary Division), Hon. Okudzeto Ablakwa, to the effect that stakeholders in education, including student leaders, have agreed to a cost sharing arrangement between government, on one hand, and students on the other in respect of the payment of utility bills at the nation's tertiary institutions.”

Mr Ablakwa initially made the revelation in Kumasi at the Kwame Nkrumah University of Science and Technology on April 15 whilst addressing students during the second edition of the Ministry's Campus Connect series.

He has since been repeating same on several media platforms, NUGS stated.

This development, according to NUGS has justifiably created a lot of fear and panic among students across the country; many of whom have vowed to take on the NUGS executive for such a gaffe.

“We therefore deem it expedient to come clean on the matter and put out the true facts.”

“In setting the records straight, we wish to begin by stating unequivocally that the claims by Okudzeto Ablakwa are factually incorrect, spurious, and as such should be disregarded by all.”

“We are by this release, DARING Hon. Ablakwa to make public the said communiqué he claims forms the basis for government's decision to partially withdraw utility subsidies to be borne by students, which was reached at the end of a stakeholder meeting.”

“If Hon. Ablakwa fails to produce that communiqué, which he claims received the endorsement of NUGS (or its rep), then he should not only desist from making such claims, but should also retract and render an unqualified apology to the leadership of NUGS for this unwarranted disservice. If he fails to do either, we shall advise ourselves.”

If government intends to withdraw utility subsidies to public institutions, then it should gather the necessary courage to make that point loud and clear rather than this cowardly approach of trying to ‘implicate’ student leaders in this enterprise as a cover-up for government's unpopular move. It is very much obvious that government is afraid of the consequences and political ramifications of such move hence the decision to play a smart one at all of us, the students said.

“For the avoidance of doubt, we wish to once again state emphatically that NUGS has NOT consented to any communiqué that involves levying the cost of utility bills on students. In fact, we are yet to see the final resolution or communiqué of the stakeholder meeting held on 25th March at the UPSA Auditorium.”

“We therefore find it disingenuous that Ablakwa continuously makes reference to this communiqué that nobody but himself has seen. Why hasn't it been issued to the media as agreed upon? Obviously, a communiqué cannot be a secret document and we demand to see it NOW and NOW. We have had enough of this political gymnastics and merry-go-round.”

They continued: “We wish to conclude by reiterating our long-standing impregnable position in respect of this matter, that NUGS shall vehemently RESIST any attempt by government to surcharge students for utility bills. That will not and cannot happen else the students of this country will shake the very foundation of our government with an unwavering ALUTA.”

Investigation into death of Takoradi Poly lecturer begins

Police in the Western Region have begun investigations into the circumstances that led to the death of a lecturer at the Takoradi Polytechnic whose dismembered body was found along the Kojokrom Sekondi railway line.

While some allege he was murdered and later dumped along the rail line, others believe he was killed by a fast moving train. Confirming the incident to Citi News, the Western Regional crime officer, Rueben Asiwoko said the Police have launched investigation into the circumstances that led to his death.

“Concerning the death of the lecturer we have launched our investigative apparatus into his death.”

The news of his death spread in the twin city last Saturday after some community members spotted the Takoradi Polytechnic Lecturer’s body who was later identified as Seth Dogbe popularly known as Setho’s body along the railway line from Kojokrom to Sekondi in the Essikadu Ketan Constituency.

Some members allege the lifeless body was dragged by alleged assassins unto the railway line for a train to run over him while others speculate that he might have been killed by a fast moving train.

The president of the Polytechnic Teachers Association of the Takoradi Polytechnic Asare Appiah speaking to Citi News also confirmed 55-year-old Seth Dogbe, has worked at the polytechnic for over five years at the Graphics Department of School of Applied Arts.

He narrated that “we heard somebody was dead on Saturday morning at Kojokrom and his body was found along the railway line.

Members of the locality who went there earlier identified him as Setho.” Later, members from the Polytechnic community also went there to confirm the said person as Seth Dogbe.

He added that “we then handed the matter to the Police for full investigation into the circumstances that lead to his death whether by a train or otherwise.”

“We are worried especially when we have no clue as to what led to his death. There is an atmosphere of people in pathetic mode.”

The body of the deceased has since been deposited at a mortuary at Funko in Takoradi pending autopsy.
