Ministry swears-in chairmen of Governing Councils of four Colleges of Education

The Deputy Minister of Education in charge of Tertiary Education, Mr Samuel Okudzeto Ablakwa, last Friday swore in the chairmen of the governing councils of four colleges of education at the Education Village in Accra.

The Chairmen

They are Most Rev. Bonaventure Kwofie, Holy Child College of Education, Rt Rev. Francis Amenu, Evangelical Presby College of Education, Most Rev. Mathias Kobina Nketia, Our Lady of Apostle College of Education, and Dr Richard Asiedu, Fosu College of Education.

The ceremony became necessary because the four missed the inauguration of the governing councils of the colleges of education on March 4, 2015.

Role of the council

In an address read on her behalf by her deputy, the Sector Minister, Professor Naana Jane Opoku-Agyemang, reminded the chairmen that their main task was to adopt the right approaches and practical interventions to achieve excellence in the colleges of education in the country.

“It is among these reasons that you have been chosen by His Excellency the President to strengthen the institutions to perform their functions effectively,” she said.

She said that the mandate of the council was to ensure that the colleges of education trained students to acquire the necessary professional and academic competencies for teaching in pre-tertiary institutions and non-formal education institutions and to build the professional and academic capacities of serving teachers through regular continuos education.

Fair wages

Professor Opoku-Agyemang announced that the Fair Wages and Salaries Commission (FWSC) and the Review Committee had completed their work on the review of data for the migration of members of staff of the colleges of education in line with the Single Spine Grade Structure.

She said, “As we await the report of the review committee, let’s continue to play our roles effectively in ensuring a successful implementation.”

Raising the number of trainees

Professor Opoku-Agyemang said despite initial agitations from some sections as a result of government policy to replace allowances paid to teacher trainees with the students’ loan, “I am happy that now we can all testify to the expediency of the policy”.

She explained that it was imperative to raise the number of trained teachers for a growing population, reduce the number of pupil teachers, enhance the image of teaching as a preferred profession and “have students enrol in our colleges of education because they choose to be teachers”.

The minister stressed that there was no better policy than that initiative and, thus, entreated the students to engage properly rather than be influenced by others with personal agenda.

“I, therefore, entreat chairpersons and members of council to familiarise themselves with ongoing issues in the sector to enable them to communicate effectively to all relevant stakeholders. I also implore your support in addressing all of the pertinent and occurring issues that always confront us in the sector,” Professor Opoku-Agyemang said.

Gratitude

The Council Chairman for Our Lady of Apostle College of Education, Most Rev. Mathias Kobina Nketia, who spoke on behalf of his colleagues, expressed their gratitude to the President for the confidence reposed in them and promised that they would work hard to ensure that the students who would be admitted to the colleges of education got the needed training.

While thanking the Ministry of Education, he appealed for support from it to enable them to execute the work entrusted to them.

Teacher Trainees Threatens Boycott If…

The Teacher Trainees Association of Ghana (TTAG) the umbrella bodies of all students in Colleges of Education across the country have threatened to boycott school if government fails to reinstate their allowances.

Speaking in an interview on PEACE FM's morning show ‘Kokrokoo’, Daniel Osei Kofi, National President of TTAG said parents are finding it difficult to afford paying fees of their wards in the various colleges. Apart from that, some of the students due to the high fees, have to take some time off school hours to sell various items to pay their fees; a situation which he describes as unfortunate.

“School will reopen on 18th of May, 2015 and if we don’t hear anything from government or the Ministry of Education, we will all not go to school. We have had enough of the way they are treating us,” he said.

Communities mobilize funds for College project

Akyem Aboabo (E/R), April 17, GNA – The chiefs and people of Akyem Asene and Akyem Aboabo, in collaboration with the Methodist College of Education had organized a fund-raising harvest to support the development of a 67-acre land for permanent structures for the College.

The harvest, which was under the patronage of Nana Ampomah Kubra Yeboah the Second, Aboabohene and Nana Karikari Apaul Frempong the Second, Asenehene, was held at Akyem Aboabo, near Akyem Oda in the Birim Central Municipality.

The development of the site would include the securing of a land title and the construction of access road.

The Right Reverend Kwame Barffour Kyei, the Akyem Oda Diocesan Bishop of the Methodist Church Ghana in an address said the establishment of the College was the brain child of the then bishop Right Reverend Colonel (retired) Paul Adjei Brewu at the 2010 Annual Synod of the Church.

Rt Rev Bishop Kyei said in May 2011 an implementation committee was formed with the appointment of Mr Badu Fordjour Anyan, the current Principal, to provide professional input for accreditation.

He said Asene and Aboabo communities and the Oda Diocese organized a series of fund-raising activities for the initial expenses, adding that a lot of support came from many sources, including the release of 67 acres of land by the Asene and Aboabo Traditional Councils for the college site.

The Bishop said the Birim Central Municipal Assembly gave the present school building.

He said the process of moving to the permanent site involved a number of steps and required massive funding and therefore appealed to the people to patronize the function.

The Principal of the Methodist College of Education, Mr Badu Fordjour said in his address that the first accreditation to do Diploma in Basic Education was given in September 2012, and was affiliated to the University of Cape Coast.

He said pioneer students numbering 161, out of a total student population of 392 were on teaching practice, and would complete in July 2015.

He said the Ghana Education Service had assured all private college of education that the students would be posted to government schools upon submission of their diploma certificates.

Nana Ampomah Kubra Yeboah appreciated the implementation committee and pledged to support the College with a 32-inch Samsung flat screen TV.

He also thanked supporters of the function, and appealed to absentee invitees to send their contributions to the committee.

Other persons who gave donations included Dr Paul Awuah, a native of Aboabo who has accepted annual sponsorship for hard working staff and the best English student.

Increase the use of practical teaching methods - education experts

Tamale, April 21, GNA - Experts in education have called for an increase in the use of teaching and learning methods that are practical and centred on the learner in schools in Ghana.

According to them, the performance of students or pupils could improve significantly if teachers engaged them in learning activities that promoted interests and understanding in the subjects being taught.

Such learning activities, known as Active Learning methods, include role play, group work, creative writing, storytelling, simulation, experimentation and demonstration.

They made the call at a ceremony in Tamale organised to showcase the successes of the Basic Education Quality Improvement Programme (BEQUIP), a project under which a number of teachers, college tutors and other education officers were trained to improve their use of Active Learning methods.

Two international development organisations, IBIS and EDUKANS, and the University of Amsterdam collaborated with the Ghana Education Service (GES) and selected teacher training colleges to implement the project in parts of the Northern, Upper East and the Volta regions.

Mr Tirso Dos Santos, UNESCO's Head of Office and Representative to Ghana, Mr Ahmed Hamza Tijani, IBIS' Ghana Country Director, Mr Gershon Dorfe, Acting Deputy Director of the Teacher Education Division of the GES and Upper East Regional Director of Education were among the key speakers.

Mr Tijani said the BEQUIP project focused on increasing the use of Active Learning methods in schools in order to enhance students’ learning outcomes saying, "This is simply because research has proven that children learn better when they are engaged in practice, rather than just theory".

Mr Tijani underscored the need to replicate or upscale such interventions in Ghana, adding that "we are open to partner with other organisations on these interventions and we are positive that such partnerships would begin from here."

Mr Gerson Dorfe, announced that the Ghana Education Service (GES) would soon register and license teachers in the country, under a new policy known as Pre-tertiary Teacher Professional Development and Management (PTPDM) programme.

He said the new policy had a new career progression path starting from a Beginning Teacher to Licence Teacher down to Senior Director, which would eventually replace the existing ranking system in the Education Service.

He said the new policy is being piloted in three districts, namely, Shai Osudoku in the Grater Accra Region, Upper Manya in the Eastern Region and Ajumako Essiam Enyan District in the Central Region.

The principals of the Bagabaga College of Education in Tamale, St. John Bosco’s College of Education in Navrongo and Dambai College of Education in the Volta Region who were present, had said teacher trainees were trained on Active Learning methods, yet they failed to practice these methods after graduation.

They therefore called for greater emphasis on ensuring that teachers used learner-centred methods in the classrooms to improve education.
